Background

The State of Acre is one of the states of the Brazilian Amazon, located in the north of the country, with an extension of 164,000 km2 and a population of more than 800,000 people. It borders two federative units: Amazonas to the north and Rondônia to the east; and is bordered by two countries: Bolivia to the southeast and Peru to the south and west. Its territory still conserves 83% of forest cover protecting its high biological diversity. Acre has a history of struggles with the advancement of cattle ranching by rubber tappers and forest people.

SISA Program

The System of Incentives for Environmental Services (SISA) is the result of a government policy that believes in the value of standing forests. Created by State Law 2.308/2010, it brings together a set of strategies and instruments that benefit those who produce with sustainability and conserve the environment.

Goals for an Inhabited, Productive and Conserved forest

Acre is a pioneer in the formulation of regulatory, institutional and public policy frameworks for low-emission rural development. The policies adopted by the State since 1999 were aimed at consolidating sustainable development by promoting a forest-based economy, reducing deforestation and social inclusion. In the 2000s these policies evolved to foster a low-carbon economy.

Why a platform for Acre?

The platform is an instrument that reports the state's achievement of targets defined in agreements such as Paris, Under2 MOU, INDC, and the PPCD Amazon Plan. The platform is part of the state's strategy to advance forest conservation coupled with better livelihoods and a better state economy based on the promotion of its sustainable business.

  • The Indigenous Lands of Acre are part of the State System of Natural Protected Areas. In the last 30 years, 34 Indigenous Lands have been recognized. These correspond to 2,390,112 ha equivalent to 14.55% of the area of the State with a population estimated at 18 thousand Indians.
    Processes of territorial, cultural, economic, political and social reorganization have been carried out by the indigenous peoples of Acre in the last 20 years. Since 1988, the number of Indigenous associations have increased (17 created) resulting from Indigenous movements such as forums, training courses, negotiations with official bodies, leaders, teachers, health workers and Indigenous agroforestry agents.

  • Brazil nuts are the main non-timber product of Acre's extractivism. Moving more than R$30 million a year, is a living economy that benefits 3,000 families in the state.

    Brazil nuts (castanha) have strong investment potential: unique nutritious qualities, energy dense, rich in protein and selenium, and oils and fats that are used in the manufacture of edible products and cosmetics.

    Acre is the 2nd largest producer of nuts in Brazil

  • Fruit growing has become a major economic potential for the state's agricultural families. Acai, cupuaçu, soursop, acerola, cajá, pineapple, passion fruit, among others, are cultivated or extracted species most traded in the region.

    Acre is home to 7 pulp processing agroindustries located in the municipalities of Rio Branco, Capixaba, Senador Guiomard, Brasileia, Assis Brasil and Feijó. The largest producer is Cooperacre.

    Cooperacre produces about 400 tons of fruits per year, generating a revenue of R$2.6 million

  • Fruit production in Acre (1999-2018)

Acre produces a variety of tropical fruits. By far in first place of production is banana, which reached more than 100,000 tons in 2015. In order of importance follows the production of oranges, pineapple, lemon, papaya and tangerines. The production of banana, orange and pineapple has doubled as compared to 2009 production levels.

  • The rubber produced in Acre, both from cultivation and extraction of rubber, brings with it the certainty of conserving an urgent environmental asset in the fight against climate change.

    One of Acre's main trading partners in the acquisition of rubber is the French company Veja, manufacturers of shoes. With over 10 years operating in the state, its rubber consumption has increased from nine tons to 350 tons today.

  • Traditional Amazonian knowledge shows that some species of forest fruits, roots, flowers and oils have health benefits. Copaiba, andiroba, jatoba, acai, buriti and murmuru are some examples.

    The main oil traded in Acre is murmuru, an Amazonian palm tree. The Nova Cintra Cooperative (Coopercintra) is responsible for processing and extracting the oil from the seed collected from the riparian communities throughout the Juruá region.

  • Since 2004, the producers of the Alto Acre region moved towards a new perspective: a public-private-community system, involving the company AcreAves, which holds the concession of the Brazilian Poultry Agroindustrial Complex. The cooperative Agroaves currently holds 85 producers with the state government as a developer.

    The region is responsible for approximately 30% of the chicken supply of the state. This includes the production of the municipality of Brasiléia (406,340 heads), and the production of the neighboring municipality of Epitaciolândia (261,813.00) -IBGE in 2017-.

  • Since 2004, part of the producers of the Alto Acre region has begun to move towards a new perspective: the public-private-community system (PPC), involving the company AcreAves, holder of the concession of the Brazilian Poultry Agroindustrial Complex; Agroaves, a cooperative currently with 85 producers and the state government, as a developer

    Between 2014 and 2017, the number of pigs slaughtered increased by 300% in Acre, according to the Brazilian Institute of Geography and Statistics (IBGE) . With 37,859 thousand animals slaughtered in the last year, the state became the main one in this production chain in the Northern Region. About 35 families in the Alto Acre region are primarily responsible for this innovation and progress.

    Dom Porquito has a production capacity of 700 pigs / day, generating 1,000 direct jobs.

  • Six years ago a new order has been underway in the Acre territory: fish is a profitable business, with a growing market and production. In 2011 fish production was a little over two thousand tons, as of 2015, this number increased to over six thousand tons, moving R $ 35 million.

    The State Government has built the Fish Farming Industrial Complex, which has a feed factory, with the capacity to produce 61,000 tons per year; a fry production center with 40 hectares of water depth and the capacity to produce 15 million fry per year and 127 tanks to keep breeders and breeders, including pirarucu couples and a cultivated fish refrigerator with a production 20,000 tonnes of fish per year with various cuts.

Grain cultivation in a small part of these areas represents a great potential to increase production without increasing deforestation.

    According to IBGE, in the 2019 harvest, over 30,000 hectares of corn and soybeans were cultivated in Acre, reaching a production of approximately 80,000 tons of grain this year. In addition to the increase in cultivated areas, the average yield of crops has also been improving, such as soybeans, which averaged 2.9 tons per hectare.

  • In the 1980s, the existence of potential and ecologically favorable areas for coffee cultivation led him to be included next to the rubber tree as a priority for cultivation in colonization projects in several municipalities in Acre. After 30 years of research conducted by Emprapa on the cultivation of coffee in the state, Acre currently represents the third largest coffee production (Coffea canephora) in the Northern Region.

    Today, Acrean's production serves only 40% of the state's internal market, being a promising sector for investments. Currently, the average production of clean coffee per hectare is around 26 bags, and can reach more than 30 bags / ha in some regions of the state.

    Coffee cultivation is an agricultural activity that adapts well to family farming. The average coffee production area in the state is around 1.3 ha. In rural property, coffee commonly integrates household income, combining with other products, diversifying production and improving the quality of life in the countryside.

  • Acre cattle in Acre are recognized nationally and are the most economically important activity in the state's agricultural sector. According to the IBGE, in 2017, the herd reached 2,895,028 heads distributed on 1,474,337 hectares of grass and, in 2018, the herd exceeded 3 million head of cattle.

    Currently, most Acre producers adopt the traditional production system, with lower productivity than other systems, such as semi-finishing. However, with the contribution of technology, together with the low-emission economy, Acre offers great investment potential in the sector. Increasing the productivity of existing pastures is an important ally to reduce deforestation in the state.
